ABOUT DTID: The Downtown Toledo Improvement District (DTID) is a Special Improvement District dedicated to enhancing the vitality, cleanliness, safety, and economic
competitiveness of Downtown Toledo. Funded through a special assessment on downtown property owners, DTID delivers supplemental services—such as maintenance, public
safety coordination, placemaking, and business support—while working closely with the City of Toledo, Downtown Toledo Development Corporation, local stakeholders, and
community partners. DTID’s mission is to create a welcoming, well-managed, and dynamic downtown that supports businesses, residents, and visitors and helps drive long-term
urban revitalization.
JOB SUMMARY: This position serves as the face of the organization and provides strategic leadership and day-to-day management of the district, overseeing supplemental services,
activation, placemaking initiatives, and stakeholder relationships to ensure a clean, safe, and vibrant downtown. This role partners closely with property owners, local government,
and community organizations to advance DTID’s mission, strengthen downtown’s economic vitality, and deliver measurable results for the district.
WORK ENVIRONMENT:
Work is performed in an office and outside where the employee is sometimes exposed to cold or inclement weather. Hours must be flexible and the employee should be able to
work on the weekends and evenings as necessary.
SUPERVISORY CONTROLS:
In general, this position will serve at the pleasure of the DTID Board of Directors.
DIRECT REPORTS: This position will oversee activities of Block-by-Block program through its Executive Director.
MAJOR DUTIES:
Develops and manage s an annual Downtown work plan in coordination with community leaders and the DTID Board.
• Develops and implements a 5-year strategic plan aligned with existing DTID Service Plan.
• Works towards the successful renewal of the DTID Special Improvement District in 2030.
• Coordinates closely with Destination Toledo on downtown activation activities.
• Develops an annual budget and monitors expenditures.
• Serves as primary spokesperson, public information oGicer and “face” of the organization. Works closely with local media to ensure maximum event coverage and encourages design excellence in all aspects of promotion in order to advance an image of quality for downtown. Fosters an understanding of the DTID’s goals and value through speaking engagements, media interviews, and appearances while keeping the downtown highly visible in the community.
• Provides assistance to and coordination of the DTID Board, including administration and budgeting, agenda setting, committee formation and committee management.
• Coordinates with existing City and County departments, Destination Toledo, Glass City Center, Huntington Center, and other local venues, as well as state and federal agencies involved in planning, historic preservation, and downtown development.
• Develops strategies to increase opportunities downtown, attract new users to existing facilities, expand market opportunities and promote existing businesses.
• Plans and implements a variety of educational and public relations activities to create and maintain the historic central business district, including activities that will stimulate the economic development and incorporate historic preservation principles into revitalization of the downtown.
• Coordinates closely with President & CEO of the Downtown Toledo Development Corporation
• Identifies, prepares, and implements grants from applicable agencies in enhancing components related to downtown development.
• Secures all permits required for programs and activities.
• Develops and conducts the ongoing public awareness and education program designed to enhance appreciation of downtown’s architecture and other assets.
• Encourages a cooperative climate between downtown interests and local public officials. Helps build strong and productive working relationships with appropriate public agencies at the local and state levels. Encourage a cooperative climate between the DTID, downtown businesses and public officials, addressing the area of public improvements and issues in downtown.
• Updates merchant or neighborhood organizations and other organizations on downtown program activities and goals.
• Assists in the coordination of joint promotional events, such as seasonal festivals or cooperative retail promotional events in order to improve the quality and success of events to attract people downtown.
• Monitors the program’s success by developing and maintaining data systems to track and assess the progress of the downtown development program. These systems should include economic monitoring, accurate and up-to-date tax base information, individual building files, thorough photographic documentation of all physical changes, and information on job creation and business retention.
• Speaks eGectively on the program’s directions and findings and stays abreast of the need to improve state and national economic development policies as they relate to peer communities.
• Perform related duties as assigned.
QUALIFICATION REQUIREMENTS:
• Bachelor’s degree or equivalent from a four-year college or technical school in related area and four years of progressively responsible related experience; or any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
• Should have education, knowledge, and experience in as many of the following areas as possible: architecture, historic preservation, economics, finance, public relations, design, journalism, planning, business administration, public administration, retailing, volunteer or nonprofit administration, and small business development.
KNOWLEDGE REQUIRED BY POSITION:
• Skill in oral and written communications.

• Understanding of local/regional Toledo community and downtown marketplace.

• Knowledge of the relevant City Codes and processes, plus relevant state and federal laws governing downtown development.
• Ability to successfully manage multiple projects simultaneously.
• Problem solver, able to deal with negativity and criticism with a pro-active response.
SALARY: $95,000 - $120,000.
Compensation will be offered based on experience and skillset level.
